What an NYC camera notice is
If the paper is a mailed Notice of Liability (NOL) with photos of a vehicle in New York City, it is generally a camera notice to the registered owner. Confirm the type printed on your notice. NYC operates school-zone speed cameras and red-light cameras. Both are processed as camera NOLs by the NYC Department of Finance, not as NY DMV Traffic Violations Bureau (TVB) tickets.
NY DMV: TVB does not handle parking tickets, red-light camera tickets, speed-camera tickets, or misdemeanor/felony offenses (for example, DWI). That is the agency’s statement, not an instruction from us. Do not use TVB plea steps, or a parking-ticket penalty table, on a camera NOL.
An officer-issued moving-violation ticket in the five boroughs is not a camera NOL. See What an NYC speeding ticket is.

School-zone speed camera
NYC DOT: speed cameras photograph vehicles that exceed the maximum speed limit by more than ten miles per hour in a school speed zone. NYC DOT: the City is authorized to operate speed cameras in 750 school speed zones. NYC DOT / NYC Department of Finance / NYC 311: speed cameras operate 24 hours a day, seven days a week, year-round (from August 1, 2022). Those are the agencies’ statements, not an instruction from us.
NYC DOT: a trained DOT staff technician reviews the images; if verified, a Notice of Liability is mailed to the person to whom the vehicle is registered. NYC 311: the vehicle registered owner is responsible, even if someone else was driving. NYC DOT: the cameras do not identify individual drivers.
NYC DOT FAQ and NYC 311: the fine for a speed camera violation is $50. NYC DOT: unlike a traditional speeding ticket, a speed camera violation is not made part of the DMV operating record, is not used for insurance purposes, and does not add points to a driver’s license. NYC 311: no points will be added to your driving license. Those are the agencies’ statements. We do not tell you how a notice will affect your license or insurance.
NYC 311: if your car is caught speeding by a speed camera, you will be sent a Notice of Liability in about 14 days. Photos and video: the website printed on the NOL, or www.violationinfo.com. NYC 311: Violationinfo.com is a City vendor that shows photos and video; it directs you to the Department of Finance to pay or request a hearing; it does not collect money on behalf of the City. Official pay sites printed on the notice are not Violation.com.
NYC Department of Finance processes payment and adjudication of speed camera violations. NYC DOT: its contractors never receive any portion of violation payments.
NYC 311 / NYC DOT: if you receive 15 or more school speed camera violations within a 12-month period, you may be required to complete a safe vehicle operation course; failure to complete that course may result in the vehicle being seized and impounded. That is the agencies’ statement, not an instruction from us. We do not tell you how a notice will affect the vehicle.
Red-light camera
NYC 311: if your vehicle is photographed running a red light, the registered owner will receive a Notice of Liability by mail, typically within 30 days of the violation. NYC Department of Finance: regardless of who was driving, the owner of the car is responsible. NYC Department of Finance: the Department of Transportation reviews the images and mails notices of liability to vehicle owners.
NYC 311: the fine for a red light camera violation is $50. NYC Department of Finance and NYC 311: red light camera tickets do not result in points on your driving record. That is the agencies’ statement. We do not tell you how a notice will affect your license or insurance.
NYC 311: if you get a violation from a police officer for running a red light, it is considered a moving violation. That officer-issued ticket is not this camera NOL.
NYC Department of Finance methods
NYC .gov: this information is only for NYC parking or camera tickets. If you received a moving violation ticket from a police officer, you must pay through the DMV. That is the city’s statement, not an instruction from us.
NYC .gov: you must pay your fine within 30 days to avoid penalties. NYC 311: you have 30 days from the date of the camera Notice of Liability to pay the fine or request a hearing. That is the city’s statement, not an instruction from us. We do not tell you whether to pay or request a hearing.
NYC Department of Finance lists hearing methods as online, by mail, or in the official app, within 30 days of the ticket. NYC DOF: contacting anyone other than the Department of Finance does not change the deadline. We do not tell you whether to request a hearing, and we do not tell you which method to use.
NYC 311 pay methods listed include online (CityPay), the NYC Parking Ticket Pay or Dispute app, mail, in person at a Department of Finance Business Center, or a kiosk at those centers. Camera mail listed: NYC Department of Finance, Camera Violations, Church Street Station, P.O. Box 3641, New York, NY 10008-3641. That camera P.O. box is not the parking P.O. box.
Unpaid camera penalties (not the parking table)
NYC .gov unpaid camera violation penalties:
- Less than 30 days: none
- 30 days: $25
- 65 days: final notice mailed
- 75 days: ticket entered into judgment
NYC 311 (camera list, not the parking list): after 30 days, a $25 penalty will be added; after 65 days, a Final Notice is mailed; after about 75 days, the violation is entered into judgment and 9% simple interest per year is then added. Those are the city’s statements, not an instruction from us. Do not use the parking penalty table ($10 / $20 / $30 / about 100 days) on a camera NOL.
