What an NYC speeding ticket is

If the paper is an officer-issued moving-violation ticket in the five boroughs (Manhattan, the Bronx, Brooklyn, Queens, Staten Island), NY DMV says it is generally handled by the Traffic Violations Bureau (TVB). Confirm the court or bureau printed on your ticket.

NY DMV: TVB processes non-criminal traffic violation tickets issued in those five boroughs. NY DMV: TVB does not handle parking tickets, red-light camera tickets, speed-camera tickets, or misdemeanor/felony offenses (for example, DWI). For those, NY DMV says to use the process for that ticket type, or contact the local court. That is the agency’s statement, not an instruction from us.

A mailed NYC camera Notice of Liability is not a TVB speeding ticket. Do not use TVB plea steps, or parking Department of Finance clocks, on a camera notice.

NY DMV: if you receive a traffic ticket that is answerable to TVB, you must decide whether to plead guilty and pay the required fees, or plead not guilty and schedule a hearing. That is the agency’s statement, not an instruction from us. We do not tell you whether to plead guilty or not guilty.

NY DMV: ways listed include online, by mail, or by phone. Hearings may be in person, virtual, or by a Statement in Place of Personal Appearance. NY DMV: you cannot plead guilty online if the conviction will result in suspension or revocation of driving privilege; you must appear or submit that statement. NY DMV: if you plead guilty, you cannot change your plea. NY DMV: tickets issued outside the five boroughs are processed in the criminal or traffic court of the city, county, town, or village where the alleged offense took place. NY DMV: contact that court directly. NY DMV (outside NYC): if you do not answer that ticket on time, your driver license will be suspended; to remove that suspension, contact the court to answer the ticket and pay a $70 suspension-termination fee. That is the agency’s statement, not an instruction from us.

NY DMV speeding points (MPH over posted limit):

NY DMV: you must be convicted before points are added. The point total uses the violation date, not the conviction date. NY DMV: if you get 11 points in 24 months, your driver license may be suspended. NY DMV: after 24 months from the violation date, those points no longer count toward that total, but they remain on the driving record as long as the conviction remains and may be used by an insurance company. NY DMV: if you receive 6 or more points in 18 months, you must pay a Driver Responsibility Assessment, which is in addition to fines, penalties, or surcharges. NY DMV: parking violations do not result in these moving-violation points. We do not tell you how a ticket will affect your license or insurance.

NY DMV: DMV does not handle parking violations. If you received a parking ticket, NY DMV says do not contact DMV; respond to the locality that issued it.
